The County Clerk performs wedding ceremonies. Once the ceremony is scheduled, you will need to apply for the marriage license. Apply for the marriage license in the New Jersey municipality where either party resides. If neither party resides in New Jersey, apply in the municipality where the ceremony will take place. 

There is a 72-hour waiting period before the license is issued, and then the marriage license application is valid for six months from the date accepted.
