The Warren County Flag was designed by the late A. Joseph "Al" Votsch while he was serving as the County Treasurer (1957-1959). The blue and gold colors represent the blue sky over Warren and the flowering golden fields of wheat throughout the countryside. The upper half of the flag has stars that represent each of the county's municipalities. In 1959-60, when the courthouse was completely renovated and rebuilt, the freeholders orders that two county flags be made, one on display in the county governing body's meeting room, the other in the court room. Since that time, additional copies of the flag have been produced.

The original flag had 23 gold stars on the field of blue. However, the merger of Paharquarry Township into Hardwick Township on July  2, 1997, resulted in 22 municipalities, so new versions of the county flag have 22 stars instead of 23.

The original 23-star Warren County Flag
